NOTICE

NOTICE IS HEREBY GIVEN by the Board of Supervisors of Southampton Township, Cumberland County, Pennsylvania, that it will conduct a public hearing, on Tuesday, August 25, 2026, at 6:00 p.m. prevailing time, to receive public comment regarding the proposed Ordinance described below.  The hearing will be held at the Southampton Township Multi-Purpose Center, 56 Cleversburg Road, Shippensburg, Pennsylvania 17257.
The Board of Supervisors will consider for adoption and may adopt the same proposed Ordinance at a special meeting, immediately following the public hearing, at the same location.  If action is not taken at that time, the Board may take action and vote upon the Ordinance at another subsequent public meeting occurring not more than sixty (60) days following the publication of this notice.
Due to the length of the proposed Ordinance, the entire text is not set forth herein. The title and summary of the principal provisions thereof are as follows:
ORDINANCE NO. 2026-02
AN ORDINANCE OF THE SUPERVISORS OF SOUTHAMPTON TOWNSHIP, CUMBERLAND COUNTY, PENNSYLVANIA, AMENDING SECTIONS OF CHAPTER 350 OF THE CODE OF THE TOWNSHIP OF SOUTHAMPTON REGARDING ZONING.
If adopted, the following definitions would be added: closed loop water system, drop and hookup lots, onsite power generation, logistics center, and rail and truck terminal.
If adopted, Article VI entitled “Data Center Overlay” would be repealed and deleted.  That overlay area to be removed (and related conditions) is bounded by Progress Avenue, Route 11, Route 533, Foltz Road, Kline Road, Walnut Bottom Road and the Shippensburg Township line.
Under the proposed Ordinance, data centers and onsite power generation would be authorized only in the Manufacturing Zoning District, as a primary or accessory use, by conditional use.
There are conditions related to data centers and onsite power generation.  A data center use would require use of a public water system and a closed-looped or an air-cooled system.  Data centers would be subject to noise standards and soundproofing, screening and landscaping requirements as set forth.
Drop and hookup lots, logistics centers and rail and truck terminals would be added to Chapter 350, as uses permitted by conditional use.
There are other miscellaneous provisions.
The table showing permitted uses in each district, §350-305, as well as the zoning map, would be amended accordingly.
